Ukraine has proposed amending labor legislation to allow companies to hire employees remotely, using only an electronic signature. This should eliminate the requirement for the employee to be physically present and to present a paper passport for identification. The relevant bill (No. 14141 of 10/22/2025) has been registered in the Verkhovna Rada.

The initiative’s authors explain that, due to the war, millions of citizens are forced to work remotely. A significant part of the economically active population is outside their homes or even abroad.

In such conditions, the requirement for physical presence and presentation of a paper passport when applying for a job creates significant obstacles to the exercise of the constitutional right to work.

The bill proposes to add a new provision. According to it, when concluding an employment contract in electronic form, the presentation of paper documents that identify the employee will not be required.
