Ukrainians continue to accumulate debt obligations. As of the beginning of March 2026, more than 9.5 million records have been recorded in the Unified Register of Debtors (URD). Over the past year alone, the Register has been replenished with 514,360 new proceedings, which is an increase of 6%. This is evidenced by the latest data from the Opendatabot platform.
It is important to understand that the Register is a dynamic tool: the data in it is updated continuously, as enforcement proceedings are opened daily for new debts and closed upon repayment.
The largest category remains debts not attributed by the executors to any of the separate categories —that is, proceedings that do not fall under defined categories: 2.1 million, or 22% of all records.
Statistics show a significant gender gap among debtors. The vast majority of entries in the Register are for men — 7.1 million proceedings (74%). In contrast, 2.44 million proceedings (26%) were filed against women. It is worth noting that several enforcement proceedings may be opened against a single person for different offenses.
