Ukraine made a significant breakthrough in the global technological race. In the new Government AI Readiness Index 2025, compiled by the British agency Oxford Insights, the country rose 14 places from last year. This was reported by the Ministry of Digital Transformation of Ukraine.
Ukraine ranked 40th among 195 countries. This allowed it to enter the top 10 leaders in Eastern Europe in terms of AI technology development in the public sector.
Analysts highly appreciated individual components of the Ukrainian digital ecosystem:
- 99.63% – the level of digitalization of public services (one of the highest indicators in the world).
- 92.25% – compliance of national legislation with international standards in the field of AI.
The Ministry of Digital Transformation calls 2025 a turning point. The main driver of success was the launch of the WINWIN AI Center of Excellence and the active integration of AI solutions into the defense sector (defense cluster).
