In 2024, the Ukrainian IT sector paid a record $1 billion in taxes

Ukraine remains among the leaders in terms of human capital flight. Despite a slight decrease in the indicator, the situation remains critical compared to both the country’s past and global standards. This is evidenced by the data of The Global Economy rating.

Current indicator (2024): Ukraine’s index is 8.4 points out of 10. This is slightly better than the anti-record of 2023 (8.9 points), but still indicates an extremely high level of emigration.

Comparison with the world: Ukraine’s indicator is almost twice the world average of 4.98 points (based on an analysis of 176 countries).

Historical context: For Ukraine, the average score for the period 2007-2024 is 6.26 points. The lowest level of “brain drain” was recorded in 2018 (4.9 points), which was practically in line with the world norm at the time.

A high position in this ranking is an alarming signal, because the loss of intellectual capital has a long-term effect that is difficult to compensate for, even with significant future financial investments.

The lowest level of human capital outflow was recorded in countries with a high level of social and economic security:

  • Australia
  • Norway
  • Sweden

In these countries, the index is low, indicating the system’s ability not only to retain its own specialists but also to attract talent from outside.
