Ukraine’s government has enacted new regulations for hospitals in response to a two-level air raid alert system, as announced by Prime Minister Serhii Koretskyi. Under this system, hospitals can remain operational during yellow alerts, which indicate drone threats, while red alerts, signaling missile threats, necessitate immediate sheltering.
On September 10, Prime Minister Koretskyi outlined these rules, emphasizing that life-saving procedures such as surgery and intensive care must continue even during red alerts. This directive aims to ensure that emergency medical services remain uninterrupted, allowing for the admission of patients with urgent conditions regardless of the threat level.
Operational Guidelines for Hospitals
The newly established system is a response to Russia’s evolving attack strategies, designed to provide clarity on the level of danger while allowing essential services to function during less severe threats. Yellow alerts primarily indicate incoming drone strikes, whereas red alerts signal more severe missile threats and mass attacks.
Under the new measures, hospitals are required to dispense medications and provide care within designated safe areas during emergencies. While operations can continue during yellow alerts, facilities must ensure that patients, staff, and visitors have unrestricted access to shelters.
In the event of a red alert, medical personnel and patients are to move to shelters immediately. However, procedures that cannot be safely interrupted will proceed, and patients unable to relocate will receive treatment in the safest available areas of the facility.
Broader Implications for Public Services
In addition to hospital operations, the government has recommended maintaining normal metro services during yellow alerts in Kyiv, alongside increasing surface public transport to facilitate access to workplaces and hospitals amid ongoing threats.
Furthermore, Kyiv authorities have adjusted the night curfew, now running from 1 a.m. to 5 a.m., a reduction of one hour from the previous schedule. This adjustment is part of broader measures introduced by Koretskyi since taking office, aimed at enhancing Ukraine’s resilience and ensuring the safety of its citizens.
As the situation evolves, the government continues to implement security measures, particularly in high-risk areas, to protect vulnerable populations, including children, during school activities.
