Kyrylo Budanov, head of the Office of the President of Ukraine, has announced the possibility of trilateral peace negotiations set for early October. This initiative, discussed at the YES 2026 conference in Kyiv, aims to implement practical measures to mitigate aerial strikes on critical infrastructure and ensure safe maritime navigation in the Black Sea.
During the conference, Budanov underscored the necessity of direct involvement from the United States and European allies to establish a sustainable security framework in Europe. He emphasized that effective diplomatic engagement among Ukraine, the US, and its European partners is crucial for reducing the intensity of ongoing hostilities.
Focus on De-escalation
Budanov articulated that the upcoming negotiations would prioritize step-by-step de-escalation strategies rather than seeking an immediate comprehensive political resolution. He highlighted that the initial discussions would concentrate on issues such as Black Sea maritime transit and minimizing strikes against civilian targets and critical infrastructure.
“The Russians are aware of these discussions and are contemplating their response,” Budanov noted, expressing optimism about the potential for progress in the negotiations.
High-Level Diplomatic Engagements
Budanov’s comments followed a series of high-level consultations with European national security advisers, including representatives from Germany, France, Italy, and the United Kingdom. These discussions aimed to align strategic positions and prepare for upcoming multilateral summits.
In addition, Budanov held a bilateral meeting with the British delegation to coordinate diplomatic responses ahead of the autumn meetings. This diplomatic activity follows a recent visit by European security advisers and US special envoys who engaged in talks with Russian President Vladimir Putin.
Upcoming Meetings in New York
The anticipated negotiations in October coincide with significant diplomatic engagements planned for late September. President Volodymyr Zelensky announced his intention to meet with US President Donald Trump during the United Nations General Assembly in New York, a meeting expected to clarify the next steps in the diplomatic process.
Zelensky indicated that ongoing dialogues between Ukrainian and American teams focus on energy security and Black Sea export routes, reflecting the urgency of the situation. The diplomatic landscape has intensified following recent discussions between Trump and Putin regarding conflict resolution in Ukraine.
