Ukrainians’ debts for utilities increased by 12.5%

The number of bankrupts in Ukraine is increasing to a record high

During the fourth quarter of 2025, the population’s debt for housing and communal services increased by 12.5%. As of the beginning of 2026, total debt amounted to UAH 113.4 billion. This is evidenced by data from the State Statistics Service.

In October-December 2025, Ukrainians were charged UAH 77.1 billion for utility services. Still, only UAH 64.1 billion was actually paid (83.1% of the amount).

Consumers pay the least for water and sewage (the level of payment even fell short of the charges, 105.1%, due to the repayment of old debts).

The worst situation is with payments for heat and hot water – the level of payments fell to 59.3%.
