In the updated list of states whose citizens will have facilitated access to Ukrainian citizenship, 33 countries have been included. These include Austria, Belgium, Bulgaria, the United Kingdom, Greece, Denmark, Estonia, Ireland, Iceland, Spain, Italy, Canada, Cyprus, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Germany, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, the USA, Hungary, Finland, France, Croatia, the Czech Republic, Switzerland, and Sweden.
The expansion of this list was implemented following the adoption of the Law on Multiple Citizenship, initiated by President Volodymyr Zelensky. The law was passed by the Verkhovna Rada in June 2025 and officially came into force on January 16, 2026. Its key provision introduces a “mutual facilitation mechanism”: citizens of specified foreign states can obtain Ukrainian citizenship more easily, while Ukrainians can likewise acquire citizenship of these countries.
The law facilitates multiple citizenship for children who acquire citizenship of both Ukraine and another state by birth, adopted Ukrainian citizen children who receive another citizenship, and Ukrainian citizens who gain another citizenship through marriage to a foreign national.
Multiple citizenship is also available to foreigners who obtain Ukrainian citizenship if they originate from countries whose citizens can easily acquire Ukrainian citizenship, as well as to Ukrainians who acquire citizenship from such countries.
This provision aims to ensure more convenient legal conditions for mutual citizenship acquisition. It strengthens international legal cooperation in the realm of citizenship.
