The number of debtors in Ukraine has increased dramatically

As of March 2025, the Unified Register of Debtors contains more than 9 million debts. Since December 2024, the number of proceedings during system downtime has increased by 1.9% or 164,304 entries. For comparison, the increase was 4.2% over the previous six months. Such data was published by Opendatabot.

Which debts grew the fastest?

  • Special confiscation – the recovery of property by a court decision in criminal cases where no compensation is provided – increased by 14%.
  • Paid seizure of property that was an instrument or object of an offense increased by 7%.
  • The recovery of property under an enforcement document increased by 9%.

The most common reasons for entering the Register:

  • Fines for traffic violations – 1.9 million (21.4% of the total).
  • Debts for administrative offenses – 1.8 million (20%).
  • Recovery in favor of the state budget – 1.6 million (18%).

Men account for 75% of all debts.
