For the first time in history, the Ministry of Foreign Affairs of Ukraine has created a digital personality using artificial intelligence technologies to officially comment on consular information for the media – statements from the Ministry of Foreign Affairs regarding Ukrainians abroad will now be voiced by AI avatar Victoria.
The Foreign Ministry’s representative for consular affairs, Victoria Shi, is based on a real person – Ukrainian singer Rosalie Nombre, who agreed to act as a prototype for the representative. The project team filmed and digitized her.
It is important to note that the consular representative and her real-life prototype are two different people, and only the digital person Victoria Shi makes official comments on behalf of the MFA’s consular service.
Avatar will be aired on TV and radio in times of crisis and during high-profile events, when the MFA receives dozens of inquiries. This should relieve the department’s workload. Victoria speaks English and Ukrainian. A special QR code will be added to the AI video, which will redirect to the official page of the Ministry of Foreign Affairs with a statement.
