As part of macro-financial assistance, the European Union will provide Ukraine with a €90 billion loan, Ursula von der Leyen, President of the European Commission, announced. It is expected that by the end of the current quarter, the €45 billion installment, planned for 2026, will be disbursed. This loan amount will be allocated as follows: one-third will cover Ukraine’s budgetary needs, and two-thirds will enhance the nation’s defense capabilities.
The first defense package will include €6 billion in funding to support the production of Ukrainian drones and promote the development of the local defense industry. In her statement, Ursula von der Leyen emphasized Europe’s commitment to fulfilling its macro-financial support obligations to Ukraine, increasing assistance in response to escalating aggression from the Russian Federation.
It is worth noting that on April 23, the Council of the European Union adopted a decision to launch the new financial instrument, the Ukraine Support Loan, with a total amount of up to €90 billion for 2026–2027. This financial instrument will be funded by raising EU capital on international markets. At the same time, the loan obligations will be guaranteed by the European Union’s budgetary reserve.
