President of Ukraine Volodymyr Zelenskyy signed Law No. 4778-IX, which obliges the building of shelters during the construction of new residential buildings and infrastructure facilities. The document also provides for the creation of security centers in communities and changes in the civil defense system.
The law amends several regulatory acts in the field of civil defense and emergency prevention.
In particular, the document provides for the mandatory construction of civil defense protective structures during the construction of new residential and infrastructure facilities. Such shelters must be taken into account when planning development.
The law also provides for the integration of protective structure placement schemes directly into urban planning documentation at various levels.
Separately, the document introduces the creation of a network of security centers and classes in communities. Such centers will provide training and information to the population on actions to take in emergencies.
In addition, the law clarifies the powers of state authorities and local governments in the fields of civil protection and urban development.
The document also provides for the digitalization of accounting processes in the field of civil protection. In particular, it concerns the accounting of certified emergency and rescue services and fire and rescue units.
Certain provisions aim to increase the efficiency of the structures responsible for organizing civil protection measures, particularly during a special period.
The law should also eliminate outdated norms and terminological inconsistencies in current legislation.
