To mark Data Protection Day, Rakuten Viber conducted an annual survey to find out whether Ukrainians encountered cyberscammers in 2025 and whether they became more aware of cybersecurity. The team also found out what worries Ukrainians when shopping online — fake sellers, potential access to personal data by attackers, etc.
The survey results showed that over 90% of Ukrainians encountered cyberscammers: 66% encountered attackers personally, another 27% — heard about such cases from their environment. To the question “Have you encountered cyber and telephone scammers in the past year?” the answers were distributed as follows:
- Yes — 66% (62% in 2025);
- No, but I have heard about such cases from others — 27% (30% in 2025);
- No, I have not even heard of such cases — 7% (8% in 2025).
Ukrainians also said whether they became better informed about cybersecurity in 2025. More than half of those surveyed (52%) are doing everything they can to learn more about cybersecurity — only 39% chose this answer at the beginning of 2025. The number of Ukrainians who are not interested in cybersecurity has decreased: from 28% in January 2025 to 17% in January 2026.
