Ukraine is initiating efforts to obtain information about its citizens currently under temporary protection within the European Union, particularly those belonging to vulnerable population groups. Such data is essential for shaping governmental policies on the repatriation of citizens and preparing local communities for adequate reintegration following the cessation of military actions.
During negotiations, discussions addressed the potential termination of the temporary protection regime for Ukrainians after March 2027. The Ukrainian side emphasized the need to avoid legal uncertainty and inconsistencies in the treatment of Ukrainian citizens across the EU. The minister stressed Ukraine’s commitment to promoting voluntary and informed repatriation, which should be founded on ensuring safety. He also noted that Ukrainians must be provided with lawful and foreseeable conditions for residing in the EU until safe conditions are established in Ukraine for their return. Furthermore, the talks covered legal migration, the integration of Ukrainians into the labor market, and the preservation of the country’s human capital. Notably, the work of Unity Hub’s centers abroad was highlighted: the first such center in Berlin facilitated approximately 500 consultations for Ukrainian citizens within its first two weeks of operation.
