Ukraine has a high level of wage arrears

The number of bankrupts in Ukraine is increasing to a record high

35,471 wage arrears proceedings were opened in Ukraine as of the beginning of August 2025. This is 11% more than at the end of 2021. In total, 1,983 companies owed their employees wages. This is stated in the Opendatabot data.

The most common debtors are state-owned enterprises — 11,562 (33%), joint-stock companies — 10,308 (29%), and limited liability companies — 6,298 (18%).

In general, companies engaged in the production of machinery and equipment most often delay wages in the country, 5,681 proceedings or 16% of the total.

In the second place among wage debtors are enterprises engaged in construction, 2,696 or 7.6%. The top three are chemical companies — 2,670 or 7.5%.

In 56% of cases, salaries are owed to men, and in another 44% to women.
