Germany and France have expressed opposition to granting Ukraine full European Union membership in an expedited manner. Instead, they have proposed offering Ukraine ‘symbolic’ benefits during the preparatory phase for membership, excluding agricultural subsidies and voting rights.
According to information from the Financial Times, based on sources and documents accessible to journalists, these proposals are detailed in two separate documents. Representatives of the European Commission believe that the outlined content is likely to reflect the EU’s eventual official position regarding cooperation with Ukraine.
Germany proposes granting Ukraine ‘associate membership,’ which includes participation in the EU Council and the European Council without voting rights or the automatic application of the EU’s common budget to Ukrainian territory. This status is intended to carry ‘symbolic significance’. It could be implemented by EU leaders through a political decision, thereby avoiding lengthy approval procedures.
